Purpose of the role:
To conduct the cost estimation of the conceptual design, development, cost estimation and optimization of new and (modification of) existing production
processes by analyzing, advising and implementing estimating concepts within the own function area ensuring efficient and effective cost forecasting
processes, in accordance with HSE and operations guidelines, site infrastructure regulatory requirements and internal/international standards, in order
to ensure efficient production processes and maximize the reliability, quality, safety, sustainability and efficiency of installations at the optimum level of costs and to contribute to the business strategy and decision making from a financial perspective

1. Cost Estimate:
Prepare -15%/+30% or -10%/+20% cost estimate during study phase for capex project
Prepare -5%/+10% cost estimate during pre-project (FEL3 or BEP) phase for capex project
Collect history cost information for future use.
2. Cost Control:
Break the approved -5%/+10% cost estimate to manageable WBSs
Prepare cash flow according project schedule
Prepare project cost report
Prepare Shopping Cart in SAP Ariba system
Good Receipt in SAP Ariba System
Preparing invite to bid documents (including price quotation format according GB50500-2013) for contractors, such as: temporary facilities, piling, CSA, MEI, Firefighting, Jianli, NDT, etc.
Review the change orders raised by contractors, such as: equipment supplier, construction contractor.
Work closely with financial in transferring the project assets to fixed asset.
Prepare and update overall schedule (engineering, procumbent, permitting, construction) for capex project.
Setup progress measurement system for design, procurement and construction packages.
Coordinate with internal / outside collages, to make sure:
schedule requirements are been sufficiently communicated.
actual status and potential delays are been sufficiently collected and feedbacked to management and lead engineers.
• At least 10~15 years work experience as scheduler / planning engineer (more than 5 years) and cost estimator (more than 8 year) in chemical industry,
• Good understanding of all phases for chemical projects, including study phase, pre-project phase and execution phase.
• Understand the deliverable of each discipline and the logic between them.
• Understand the construction sequence of each discipline and the logic between them
• Good English skill and communication skill
• Good at Primavera 6, Microsoft software, MS Project.
