Purpose/Key Objectives of the Job:
1. Processes – Grow and maintain line management understanding of Process Safety Management (PSM) systems, regulations and regulatory changes, support related Regulatory Affairs (RA) policy developments and drive HSE & PSM compliance in the region (50%).
2. Delivery: Initiate, drive and support PSM activities at the sites within the region, in order to maintain high process safety standards and to meet the process safety related requirements at all sites (30%).
3. Improvement: Act as a role model for compliance and HSE commitment, represent Nouryon externally among other at the Chemical Industry Associations (20%).

Process safety related regulatory updates in the region. Lobby and advocacy on critical safety matters that might impact Nouryon business. Communications, training, and focused improvement actions.
-Drive operational discipline in process safety at the sites in the region. 
-Lead or participate in process safety incident investigations.
-Align with relevant service providers for Process Safety Management consultancy, training, auditing, etc,
-Establish and maintain a solid best practice platform between the regional PSM experts through networking within Nouryon.
-Ensure compliance at all sites in the region, by tracking of site Process Safety Management issues, and by reviewing implementation of all Nouryon and external process safety regulatory requirements.

 

Responsibilities:
1. Processes – Grow and maintain line management understanding of Process Safety Management (PSM) systems, regulations and regulatory changes, support related Regulatory Affairs (RA) policy developments and drive HSE & PSM compliance in the region (50%).
Tasks: Be an influential advisor to line management by building and fostering a deep understanding of the PSM concepts, regional regulatory requirements and industry standards and best practices focused on Process Safety Management systems. Closely cooperate and influence with relevant AICM and CPCIF policy development workgroups etc., lobby and advocacy with local Governments for any concerned new or updated regulations.
Results: Full process safety internal and regulatory compliance.

2. Delivery: Initiate, drive and support PSM activities at the sites within the region, in order to maintain high process safety standards and to meet the process safety related requirements at all sites (30%).
Tasks: Coordinate with regional Process Safety Specialist to implement Process Safety Management procedures, templates and tools. This includes future auditing and compliance activities. Take actions to implement consistent tools globally for Process Safety Management effectiveness (Hazard Study/LOPA, Mechanical Integrity/RBI, SIS management). Lead or participate in the HS/HAZOP for new projects and key existing operations. Analysis methods are primarily HAZOP and Hazard Study, but may also include others e.g. Structured What-If Checklists, FMEA, Bow-tie, Quantitative Risk Analysis. Lead or participate in specialist PSM reviews including area classification, static risk assessment, relief stream and venting, SIS program, SIL classification, LOPA, RCA etc. Serve as functional expert for process safety management related incident investigations.
Results: High standard and effective Process Safety Management system 

3. Improvement: Act as a role model for compliance and HSE commitment, represent Nouryon externally among other at the Chemical Industry Associations (20%).
Tasks: Engage with process engineers and process safety specialists internally, as well as external process safety experts. Act as a role model for ensuring process safety continuous improvement.
Results: Progress towards leading level of PSM (benchmarked versus peers), also recognized externally.
 

Job Requirements:
Essential educational qualifications, relevant experience and requested skills.

Qualifications/education: 
- Minimum Bachelor, preferably Masters level qualification in HSE&S or engineering or related discipline or equivalent by experience.
- 10 years experience in process safety in a chemicals manufacturing environment.    
- Site based experience is critical.
- Good interpersonal skills, open-minded, willing to be contacted

Management/general skills: 
- Experience or potential for lobby and advocacy on critical safety matters that might impact Nouryon business, by using the existing relationships and platforms, and willing to work together with other functions such as GA and PSRA to build new relationships as necessary
- Hazard study/LOPA expertise with experience in leading complex hazard studies.
- Strong conceptual skills with ability to execute and follow through.
- Strong problem solving skills.
- Influencing skills: ability to successfully work and convince others within a matrix organization, gain agreement or acceptance of plans, activities and ability to move others willingly towards a desired goal or course of action.
- Ability to drive continuous improvement of the processes, policies, standards.
- Strong communication and interpersonal skills, entrepreneurship, result oriented, negotiation, problem solving, project management, business acumen.
- Good verbal and written English language skills, and local language.
- Relevant experience in different units, disciplines, locations and/or other companies.
- 5+ years of experience and knowledge of regulatory requirements, engineering standards, HSE regulations, and PSM best practices.
- 5+ years of experience leading incident investigations. 
- Experience with interpreting and applying GB codes.
- Must be able to travel 30-50% (domestic and partly international).

Functional skills:
Specialized knowledge of process safety regulations in the region.
