Responsibility

The Trade and Customs Compliance Role will provide advanced trade and customs support to all Businesses and Functions that import to and export from the North American Region.  This position is located in Houston (Energy Corridor), TX.

 

The role is responsible for the trade-related requirements associated with the import and export of products and delivering of shipments in accordance with applicable regulations and procedures provided by Nouryon Trade Compliance. It will also be responsible for coordinating with the different functions that are involved in the import/export process to ensure compliance with regulations and Trade Compliance policies. This includes, but is not limited to, programs relating to import/export declarations, classification, documentation, valuation, country of origin assessment, Free Trade Agreement assessment and certification. 

 

The Trade and Customs Compliance Role will be a partner in implementing the trade compliance program, including the maintenance and establishment of new company policies and procedures and providing information for Trade Compliance reporting and tracking purposes. 

 

Job Responsibilities:

  • Maintain Customs Trade Partnership Against Terrorism (CTPAT)(US), Partners in Protection (PIP)(CA); and Operadores Económicos Autorizados (OEA)(MX) certification for NAM businesses which includes;
    • Serves as the Organization’s Internal Champion of this program;
    • Develop, document, and disseminate policies in support of security interests and asset protection for all program approved facility operations;
    • Manages the Validation Program of Business Partners and Plant Security Leads;
    • Develop, deploy and facilitate internal Security training program as required;
    • Manage relationship in applicable Portals;
  • Manage permissions for local users of Trade related software and government websites;
  • Maintain permissions and permits for import and export activities;
  • Obtain and manage import and export licenses;
  • Maintain SAP import commercial invoice data and track changes related to invoice declarations or new statistical HS numbers;
  • Ensure valuation is correct based on the total cost of goods at border and correct use of incoterms;
  • Manage temporary imports for accurate Customs declarations;
  • Work with business to maintain accurate certificates of origin;
  • Maintain import and export customs declaration copies for required 5 years;
  • Trouble shoot AES filings when export customs clearance declaration is not approved or clear in system;
  • Coordinate e-learnings;
  • Conduct system checks for import and export controls and ensure that declarations are correct;
  • Track Free Trade agreement use, accuracy; and savings to be reported to Trade Compliance Team;
  • Ensures continual compliance with government rules and regulations, changes in policy, and other government matters through daily monitoring and direction from Nouryon Trade Compliance;
  • Support the proper use and maintenance of parts classification (HTS and ECCN) databases knowing the risk of dual use as directed by Nouryon Trade Compliance;
  • Deliver and/or participate in training provided by Compliance on trade compliance;
  • Provide daily import/export operational guidance to business units and service providers, including brokers and transportation companies;
  • Coordinate communications/approvals between shipping and receiving locations to ensure timely clearance of both imports and exports as per incoterms;
  • Coordinate Import declarations and Customs Approvals with Customs Broker;
  • Prepare documents as needed for import and export activities

 

Job Requirements:

  • Minimum of three (3) years import/export experience with emphasis on Import/Export Customs regulations;
  • High School diploma, Bachelor’s degree preferred
  • Experience with customs clearance and other customs formalities;
  • Experience with certificates of origin for both non-preferential treatment and preferential treatment under one or more Free Trade Agreements;
  • Knowledge of import and export license application processes;
  • Experience managing the license lifecycle, and ensuring communication of license scope and status to all concerned parties;
  • Ability to identify compliance-related risk and make recommendations for mitigating risk;
  • Experience working with trade compliance tools and processes;
  • Strong collaborative skills;
  • Strong understanding of import (HS) and export (ECN) classifications
